To answer your question on those who haven't heard the Gospel but have passed away, please read Matthew 25:31-46.
to paint the picture, Yeshuah at judgement day, when all the nations (everyone) are before Him on His throne, Yeshua splits everyone into two groups, the sheep to His right, and the goats to His left. He then goes on to commend the sheep for the following:
-For feeding Yeshuah when He was hungry -For giving Yeshuah something to drink when He was thirsty -For inviting Yeshuah in when He was a stranger -For clothing Yeshuah when He was naked -For visiting Yeshuah when He was sick -And for going to Yeshuah when He was in prison
The sheep responded in questions, and Yeshuah answered them.
Yeshuah then proceeds to rebuke the goats to His left for not doing what the sheep have done in that list!!
And the goats responded in questions and Yeshuah answered them.
now here is a note, BOTH the goats and the sheeps responded the same way, they have asked the same questions, they have said, "Lord, when have we seen you hungry? when have we seen you thirsty?..." etc.
and Yeshuah said those who you have did/didnt (respectively to sheeps and goats) these things to the least of these (people), you have done/didnt do unto Me.
Now 3 things to consider:
1. It was the actions that the people have did to the least of these that determined whether they were sheep or goats, if they treated people like they themselves would like to be treated in times of need, they were put in the flock of sheep, but if they didnt, they were put in the flock of goats
2. EVERYONE IS BEFORE YESHUAH!!! everyone was split into either sheep or goats. Christians and those who read this passage and know it, know that they are supposed to treat their neighbor as themselves. So it is logical and safe to assume that those who know the passage will not be asking "Lord when have we..." for they know the word! so here we have everyone before Yeshuah, split into two groups, and the sheep are asking , "Lord (and they will know He is lord for He is on the throne), when have we seen you..." these sheep that are asking are those that HAVE NOT KNOWN THE GOSPEL!! they do not know judgement day, they do not know the greatest two commandments, so when they hear what Yeshuah says to them, they are confused as they should be, but rest assured they have salvation for loving their neighbors
3. Faith is not on the list of things that the sheep and goats did/didnt do respectively!! Yeshuah didnt say "for you have believed in me" which aligns with faith, but He has said "you have fed me" ACTION. "you have gave me something to drink" ACTION. "I was a stranger and you invited Me in" ACTION!!! It is their actions (works and deeds) not their faith that have determined what group they belong in. This is why James says "But do you want to know, O foolish man, that faith without works is dead" (James 2:20 NASB) It is action (works) not faith (which is dead without works anyways) that determines what group that person is in!!
In condlusion, to answer your question, it is the works of the person who hasn't heard the Gospel that determines what happens to that person on judgement day. The fact that Paul is not of God is truth. Read what he wrote. It disagrees with the OT, Yahshua, and the Apostles.
Paul himself can not be an Apostle. The Bible explains Apostleship and there is no other meaning. There have been many false Apostles.
In Acts 1: when trying to find Judas Iscariot's replacement, Peter states that the candidates would be those who were with them when they were with Yahshua, from the time of the baptism to the same day Yahshua was taken from them..
Acts 1:21 "Wherefore of these men which have companied with us all the time that the Lord Jesus went in and out among us, 22. Beginning from the baptism of John, unto that same day that he was taken up from us, must one be ordained to be a witness with us of his resurrection."
Not after he was taken but till the same day He was taken from them.
Acts 26:9 I (Paul) verily thought with myself, that I ought to do many things contrary to the name of Jesus of Nazareth.
Paul did think about it often and acted on that desire to destroy Yahshua's influence and become a stumbling block to those who sought God.
